Neutral Learning Center?

Where'd it go?!

I decided to become neutral for this game after I already had all but the last research facility techs. I thought that I'd build a few and get some great bonuses instead of the usual stuff, and what?! Its not there??! There are no Learning Centers. How do I get these things? Did I miss something? I'm playing on 1.0X for this game.

By the way, even without them I managed to research ECM II through Droid Sentries III in two turns! (Normal research rate) I am wondering how much faster I'd go with the learning centers.

Neutrality Learning Centers is not in the 1.0x version. It has been added in however, and will be in the 1.1 version when it is released.

It is worth the update. I use them all the time. Do the research through the Research Acadamies, then do Xeno Ethics. Then go down and it is the next in line to the Acadamies.
Once you get that, plunk down as many as you can afford and research through to the Discovery Spheres and get the Omega Research Facility. And don't forget to get the Super Computers - they give a 20% boost in research also. Also put the Tech Center on your world with the best research facilities.

You'll be surprised how fast you can research if you put research to around 70% on the production slider. Once you get that far, Doom Ray could take as little as 4 weeks.

That's what I meant. If you ignore the spheres you won't be able to build the project.

Ya, research the Spheres, but only to get the reward, and to go on for a tech victory if you want.
But once you have the NLC you should only build NLC's, and upgrade the other research facilities into the NLC.

Keep in mind the game doesn't auto upgrade to NLC yet. You have to go back and revamp your build queues.
