UP Constructor Movement Bug

United Planets voted to improve constructor movement rate by adding booster to increase the movement by +5.

Not only did this increase my constructors movement, all my ships now have a movement of 16! Also effected all alien ships.

Isn't the bonus supposed to apply to just constructors?
