Unknown races in "At war with..." screen

I'm playing with two other major races and there are two minor races that I've encountered. However, when I look at who the two other major races are at war with, I get two that I have not met/received notice of:

The Pirates (no pirate notices, no pirate ships;
The Belua (not on the minor races screen--no planets as far as I can tell).

Same for me, last game no pirates and i have never in any of my games met the Belua. Have you?
