Beta 4Z Drengin AI Bug

The Drengin AI is at war with me. It is massing ships around every one of my Starbases. This would make sense if the AI was going to attack my starbases, but there is an UP reg that prohibits attacking any starbase. Thus the AI is wasting its ships.

It's a bug. Even so Brad noted, in another thread that the UP issue that protects starbases will be going away.
