windowblinds skins move File and Folder tasks to top of page

How do I restore them to the left side?

This is probably some simple Windows XP function, but I can't find it.
Can anybody help?

What skin?
Some are designed to put the tasks at the top and some put them on the side. Sometimes the author has a subskin with the "other" setting, sometimes not.
