It improves both the attack and defense of your ships by the given percentage, though I can't recall if it affects all new ships or just ones built where the event occurs.

hmmmm... ok... well more to the point i suppose, i'm trying to create a planetary sheild improvement for the game, something that will say double the sheild defense of orbiting planets, is there any way to specify JUST sheild defense? and of course make it sepcific to orbiting ships ONLY when they're defending the planet...?

I don't recall it ever assisting on defense.. it helps attack and hitpoint percentage on your ships..

Starship quality bonus affects the attack rating only.

iirc only ships built at that specific planet are given the bonus. you get to keep the bonus even if you upgrade that ship later, like the +1speed from hyperion shipyard. it can really pay off if you get a solid starship bonus then build shipyard there, maybe manu capital too if you still have the option. and it is attack only, like e-stab said
