A ? on galactic resources for the developers

OK so starbases affect only the sector they are in, right? And resources, well, aren't they galactic resources and not sector resources? But sometimes when I'm playing a large map - even with the stars scattered - over half! of the galactic resources end up in sectors without planets. Then when I go to build a starbase over this galactic resource I get none of it's effects because there's no planet. I'm still new at this game and so I don't even know what happens when I build a starbase on a resource in a sector with a planet (remind anyone else of green eggs and ham?) because I haven't found any. So my question is did I miss somehing and I am in fact getting that bonus to research on a galactic scale? And if not, don't you think this should be changed somehow. Because honestly, I've tried like 20 large maps, each has 20 resources total and I've never counted less than 7 that were removed from stars, so they're just wasted resources.

ALL resource enahncements are on a galatic scale.

This means that if you build a starbase on a resource, then all resource enhancements (such as research) effect you entire civilization while all starbase enhancements (such as +ATT) effect just that sector.

What he said.
If you start out with a Research Bonus of 20%, build a starbase on a research resource (purple diamond), an unmodified starbase on a resource adds 5% to that ability, giving you a 25% bonus. I like expanding ideas.

You can check your economy/stats screen to verify that your racial abilities do go up when you build/enhance a resource starbase. The galactic resource bonus affects your entire empire.

However, with the 4X PQ cap on taxes, sometimes an economic resource isn't as beneficial as you would think.

Also notice that acquiring a research resource usually means you need to adjust your spending sliders.

Make sure that you're building the mining bonuses, not the production bonuses.
