Diplomatic Exchange bug?

I have been noticing an apparent problem with AI initiated Diplomatic Exchanges ie where the AI wants to sue for Peace or exchange tech. The screen comes up pre filled with what the AI wants and is offering, clicking on the Accept button without doing anything seems to 'transact' the exchange, but I find that even after another turn is completed that the Diplomatic exchange did not occur - I'm still at war, or the Tech is still in my list of things to research. I basically just auto-reject any advance the AI makes for these types of Exchanges. I have found however that, when I also want peace, that if I use the up tab to remove peace from whats on offer, and then click on it again to reinclude it, the on offer/wanted text turns yellow and an Accept button click correctly transacts the Exchange ie we are at peace. This does not seem to work for tech trades however as the AI always rejects it as unfair - even though they proposed it.
