no social project left to build

It's Nov 2195, huge galaxy, and I have 20 planets with nothing left to build.
Suggestion:
1) a 'Garden of Eden' project: cost: 5,000 shields; benefits: 25% planet quality and 20% population growth.
2) Capitalization: converts every 4 shields to 1 bc.

As an alternative, having sliders for each planet or each governor would really help situations like this.

Having a governor set for just military/research spending would help in situations like these.

I had at one time thought that the "nothing" option was supposed to return the spending for the project back to the treasury, allowing us to spread the spending across only the projects that were actually being built, just like GC/OS2 did. But that has never come to be. Why, Stardock?
