How do I go about adjusting race bonuses?

Things like planet quality bonus, soldiering, economic, defense, weapons ect...? Somebody mentioned on anothr thread that this a is possible. I'm just wandering if somebody could tell me step by step how to do this. I don't mind if it's a huge post! I really want to try this.

Read the modding guide that's stickied in this forum. It should be pretty self explanatory. The original raceconfig.xml file the guide talks about should be located in your galciv2/data/english file, or I guess the appropriate foreign language if your version isn't in English!
