How is a sucessful/unsucessful colony invasion decided?

Just wondering how GalCiv decides who wins - Attacker or Defender.
Just finished a game where I could not seem to invade a colony. In the end the colony that started with a population of 8K cost me 13.5K to invade and win.
On the invasion screen these were the numbers for each transport[4 in total]:
Attackers: Defenders:
Offence: 9 5
Defence: 9 6
Tech: 14 (I think) 1.0
The chance rollers were in the region of ~60 vs ~6
My invasion was 5K, 5K, 2.5K, 1K a turn apart as I rerouted 3 transports to this colony.
1 other colony of this race was also just as difficult, but 4 others, several bigger, were easy to knock off, thus leaving a number of unneeded transports.
Thus I'm abit confused about Invasions and working out how many transports to throw at colonies. :notsure:
