Beta 5 -Object of Power question

Is this supposed to be an every time thing?

I've played three games so far with Beta 5 and each time, early in the game, a screen has popped up proclaiming that the Arcerians have found an object of power etc...

It's a newer event so it's likelyhood of showing up is currently magnified for testing.

It's actually not that powerful. It would take 100 turns on the same attribute to make a real affect.
