Adding Defense ability or components to hulls

Is it possible?
What I'm looking to do is something similar to the speed ability attached to every hull that gives it a base speed in game.
Is there a way to do that for defenses? Or is it possible to attach components to hulls, instead of designs?
Rasori has helped me, and we've not been able to find a way.
