Why have no "soldering barracks"

I have observed that when you conquer a planet, you kill everyone on it. Brutally as well. Even if your good.
So I was thinking about the soldering options. What if the solder population was outside of the civilian population.
EX: 30billion citizens, 20billion soldiers. Total pop cap is 50billion.
So solders take up pop space and they fight better, but take a while to train.
Of course you could always slaughter the innocent civilians, but it would be better to have experienced solders on level 10 transports.
Also you could have soldering building that would speed up the training process to prepare for defense or war.
So what do you think?
