i need help making mods

ive been trying to make some mods but im not sure what program to open them in to start modifying them. if u can help it would be great

I use XML Marker http://symbolclick.com/.
It works great in that it gives me a list of all the entries, checks for missing syntax, and also a table view of all the entries in the file. Plus it's open source.

Notepad works for everything, since it's XML.
