Stupid n00b question?

Hello all. I`ve just been checking out Galciv lately as an alternative to Moo3 and I had a question - why the push for 'good' governments? You can be an 'evil' empire but you have to be a Republic or Democracy and deal with some annoying senate and political parties? Why not have some 'evil' governments like totalitarian regimes or be the god-king of a galactic theocracy? :D

Good vs. Evil: It is not the government type that determines if the empire is good or evil, it is the choices you make during the game. Events occur during the game, mainly when colonizing the planets, but there are also some random events. Government choice is mainly one of control vs. economy (to put is simply).

>:( Evil empires get instant gratification, such as improved planet classes, military bonuses, and many other that come as random events. Con is that you are not very liked in the galaxy and others are more likely to gang up on you.

:) Playing good is not easy short-term but long term you get some technological improvements. You will get along easier with other civs.

I would suggest going to Encyclopedia section and checking out the GalCiv manual. It has most of the stuff explained in there.

Actually, I can see where Rolandthemad is heading...
How can evil empires have democracies, when most of the "evil" choices are based around either the removal of freedom of the induvidual, or wholesale slaugther of aliens?

Perhaps an idea for Galciv 2.0? Evil vs Good reflets on choices of governments as well?

Good point Razgon. To be honest I never played Evil side so I could not tell you how well mixes with diferent governemt types. I will have to try it out.

Just like rolandthemad to waltz in here and spoil all the fun ;)

Great idea, though, and one that merits further discussion. There could choices of government based on your integrity. I.e. star democracy for good vs. galactic totalitarianism for evil, with different bonuses. I like this.

It's probably to late to implement in Galciv 1.x though unfortunately :(

But that doesnt mean we can't discuss it, or bring it to Brad and the rest of the Galciv teams attention :)

ps - Asmodean - I'll be getting my Moo3 copy soon, if you wanted to MultiPlay?

on democratgoverments and evil.. think of moral as Propoganda. "We are really nice, it is they are evil..." =}

XenoArch,
I disagree - there is more to the moral choices you make than mere propaganda can cure (Kill billions of citizens, to make a profit of their wounds??)

Its a question of the entire society being totally throughout evil, and accepting it as I see it.

Either that, or a totalitarian regime, led by evil elitist of some sort.

It is a question of perception really.

It seems to me that most real "evil" in this world is committed by people who think that they are in fact doing "good".

I sincerely doubt that the twenty something people who gave their lives to bring down the Twin Towers thought that they were doing evil or that our particular form of democratic gov't was being "good".

They were, of course; but they didn't think so.

I can easily see a democratic society that is inherently evil.

Elrikk,
ehm, I think there is a distinct difference between the "Evil" we see in the gamworld, and the "Evil" that exists in real life.
I agree with your statement about RealLife(tm) "Evil", but in game terminology it is something totally different.
If you have acces to it, take a look at the events leading to evil empires, what choices you have to make.
(i.e. kill of billions to make a profit on a plague?, destroy the native life on a planet, because you feel you need to room? kill every animal on a planet, for fun?)

Those are NOT "I think I'm doing some good here" kinda evil :)

LOL, I wonder if any of the above makes sense?

oh well, tell me if it doenst - it makes perfect sense in my head :)

Nisarg Kothari,
Sure, but will they make the choices that you make in the game? Is it that "Kind" of evil?

damn I use " a lot ;)

I haven't pre-ordered MoO3, so we'll have to wait 'till I can buy it off the shelf. But I'm definately on, though. Even though this'll mean that you get a head start. (:(

Razqon;

Not to disagree with you here but with a couple of your examples . . .

America was expanded to the west by doing two of the items you used in your example of "evil" list; killing off the "native life" they found there; and tell me if you have noticed many buffalo lately. ;)

Yikes! I thought there would be some kind of definative answer to this.. looks like mere oversite though. :p

More government types then! Perhaps totalitarian regimes and whatnot were left out because it would circumvent the senate (a big part of the game)? Still there needs to be a bit more variety methinks.

My idea is what Razgon said - "How can evil empires have democracies, when most of the "evil" choices are based around either the removal of freedom of the induvidual, or wholesale slaugther of aliens?"

There are three governments that progressively give more freedom to citizens but only one (Imperialist) that circumvents freedom a bit. I`m just saying the opposite side of the spectrum should be developed a tad more.

Oh well, I suppose it`ll have to be in a patch or Galciv 2 or something. This game really looks great though. Too bad Moo3 didn`t pan out *like I expected* (just doesn`t seem to good in my eyes - I`m sure other people will like it).

"I`m just saying the opposite side of the spectrum should be developed a tad more."

That does sound like a good idea though... Lets work it out... what kind of evil government(s) system(s) could be implemented? And what would be the advantages?

I don`t know. I guess an easy way to do it would just be to make some opposites of the more democratic regiemes. Working backwards from Imperialism, try this:

Police State: Still has a senate, basically the economy takes a little hit but internal security goes up.

Totalitarian State: Senate doesn`t exist. You`re party has complete control of the empire. Severe hit to economy but perhaps a 'military economy' of some sort could receive a bonus (cheaper upkeep?) and very high internal security.

Hmm.. this is actually pretty hard. Ideas for governments can`t really step on the toes of the parties. It has to work with all the different ones and not just become 'war party' governments. Blah! :notsure:

Maybe the evil governments gain bonuses to production (slavery), even economy (heavy taxation), but they lose internal stability. The game already tends to split up evil societies after a while. Maybe other disadvantages could be a higher rate of loss to other races (defection) or periodic losses of ships and planets (revolt). Maybe integrate a scenario where a race's government falls apart after a major loss in military power, or after the loss of a key system. How about a Galactic event once a race builds their Terror Star where a young pilot flies in and destroys it, freeing all of the evil systems and bringing balance to the universe? ;)

Other suggestions: a decrease in population growth rates or ship quality (slave labor, you get what you pay for).

I'm not sure if any of this is feasible, but it sure is fun to talk about.

Good thoughts David and I know what you mean by internal stability. In one of the recent games Drengin empire declared war on me not all to far in to the game. I did have contact with few other minor races and few of the bigger ones. I didn't have a combat ship to my name due to my focus on cranking out constructors (love doing that :) ) and improving my planets (happy people multiply like rabbits =) ).

To save my sorry hind I talked to all the races I had contact with and with little negotiation and some tech they all agreed to declare war on Drengin. Not even a few turns after that one third of his planets rebelled and created a free Drengin empire or some such. Lets just say that was the diplomatically stab in the heart that finished the Drengin empire for that game. They were first to disappear off the map

To continue on what David said I would suggest you increase production (cranking out ships/social) but not economy (hard cold cash). Such a society would probably have high corruption level (everyone wants to line his pockets), therefore not all of the money would reach the state treasury. I guess on that you can compensate with heavy taxes but you have to watch that line ;)
