I have no idea, but if you are looking for something similair I am using one right now called Eminence, it's similair, and has a transparant taskbar, it's a lot nicer in my opinion...

Actually Noire has different effects on the titlebar (more gray as well). I prefer Noire myself. That skin looks like just plain Royale Noire. Although I'm sure the author found it by now.
