Question about My Games/Mods Folder

Hi! I placed some new things in this folder:
C:\Documents and Settings\USERNAME\My Documents\My Games\GalCiv2\Mods
but it does not seem to do anything!
I had to create a new folder in:
C:\Programs\Stardock\TotalGaming\GalCiv2\Mods
and copy all files into it to make it work.
So why is there a Mods folder in My Documents?
Just RaceLogos and Pics seem to work.
