A question about minor races

I know your able to set the intelligence levels and alignement levels of major races, But out of curiosity (sp?), how or what determines these levels of minor races? Is it preset,random, or based on ur difficulty level?

They're random but set to be below normal. I.e. somewhere between idiot and normal.
