Do not understand the Senate

If your empire wide morale drops below 50% you loose control, get it back above that and you'll get it back at the next election.

You can try to lower taxes sufficiently before elections to help out. I've had to do that before to ensure I didn't lose the election.

The only way to regain control is to wait for the next elecions to come (24 months after the previous one).
On the turn of the elections, you should have good average morale, preferably over 60%.
You should make sure that you never let morale drop below about 60. Your taxes AND your production will be hurt if you do so, as population will diminish.

Apparently the population has very short term memory. If you are strapped for cash, you can wait until just a couple of months before the election to lower taxes, raise morale, and maintain control of the Senate. Not saying that is a good thing to do, but it is an option.

For a general rule of thumb, I try to not let the overall morale drop below 80%. I find that overcrowded planets make an excellent source for soldiers. It is amazing how effective loading up a Combat Transport with draftees is at raising the morale of those left behind LOL

I aggree. More it has the benefit to prepare invasion troops . I don't remember if there is a maintenance cost for Combat Transport, but it doesn't matter: if there is one, it is still a cheaper way to maintain moral.

It's a bit strange though sending half the population into space when there isn't a war on increasing the morale of a planet.

I figure they are just really happy they didn't get drafted LOL
