Um...not sure. Let me see if my list will copy from excel...

VKEY_F2 set starmap mode
VKEY_F3 open planetlist
VKEY_F4 open shiplist
VKEY_F5 set domestic policy mode
VKEY_F6 set foreign policy mode
VKEY_F7 set research screen mode
VKEY_F8 unhide influence dialog
CTRL_D decommision ship
CTRL_F fix stuck ships
CTRL_N new game
CTRL_Q quicksave
CTRL_R refresh FOW
VKEY_ENTER new turn
VKEY_SPACE skip ship for this turn
VKEY_TAB cycle through ships on map with moves left, if not on autopilot
G guard
S sentry
C center on selected ship
F put stacked ships in a fleet
U break up fleet
+ increase music volume
- decrease music volume
ALT+F4 will exit to desktop

Non-programmers, all who don't know C++, the expression "VKEY_" in Cari's note is part of the programming language. Just ignore it to understand what the affect is.
