Would being able to accumulate influence for the next UP vote be a dumb idea?

Maybe it's already in the game, but maybe being able to ABSTAIN from voting and thus *saving* your influence for the next time the UP meets would be a neat idea, so Empires with less influence could save up for issues that matter more to them in the future. Of course this would bring up the issue that if everyone abstains, what happens? Perhaps the player with the most influence is forced to vote in order to decide the issue... so it places a more precarious balance to the UP.

Anyway just a thought.
