It follows you to the destination sector. Enter it again and it takes you back to the original position, or sometimes, yet another new position.

how about phase anomalies: they are present only X turns in a row, and then not present X turns in a row. So an exploring ship would either get lucky arriving on time, or it has to wait until anomaly reappears

Do new anomalies occassionally appear, or do you only get the ones you start with?

If they don't, then that'd be a nice random event to add.

If that's already in then...nevermind.

New ones do appear on occasion, but not very rapidly.
