Is it possible to make an object truly at dekstop level?

Is it possible to make an object go doown to a level that would put it below the desktop icons?

Oh, 1 more thing. I have the desktop area re-defined. Once in a while maximized programs flip out to the normal desktop area, and then resize to fit the dextopx defined size. It happens every couple minutes with no obvious trigger. Any clue how i can stop this from happening?
