Some themese are specific resolutions and some will change to fit whatever you have. That one (https://www.wincustomize.com/ViewSkin.aspx?SkinID=3588&LibID=31) should conform you your screen.

If you have a theme that you like that has a set resolution, you can always load it in DesktopX builder and try to modify it to fit your screen then save it as a new theme.

I have the exact same theme/skin, but I cannot see any startbar at all. I see the full wallpaper, so its not outside of the screen... How can I use the startbar that follows with the skin, and not the boring windows XP one?
