Dumb question - Creating alliances?

How does one go about starting an alliance with one of the AI civs? I've seen them allied with each other and I've had them get to close (or warm, whichever was better) status with me, but even when I have the tech for alliances, I've never actually been able to make one. Should that be an option in the treaties area, or is this something that's perhaps not yet active in the beta?

You're almost there.

1) The other Civ has to be on a "Close" diplomatic footing with your Civ.
2) You have to have the "Alliances" technology.
3) They have to have the "Alliances" technology.

When all three conditions are met, the option shows up with the Peace Treaty, Attack..., Make peace with... options. When I'm ready to make an alliance with a Civ that holds me in "Warm" regard, I like to give "Alliances" to them. The gift usually shifts them to "Close" and on the next turn I make offer the alliance. If I'm not prepared to ally with a Civ, I avoid giving/trading Alliances.

It is also possible to 'force' an Alliance - well in Beta 5C it is. The other race needs to be at any footing other than "At War" for it to work. I have even managed to get a race to Agree to Peace, giving them Alliances as part of the deal, and then in the same turn 'forced' them into an Alliance LOL

1. Get Alliances technology.
2. Give it to them, for nothing in return, or as part of a Peace Treaty.
3. If the race is not Close, Alliance will not show as an option, so Give them 1 Influence point.
4. Repeat 3. until Alliance shows up as an option.

The most I have had to give is 3 Influence points - I was Good they were Evil.

And then Bobs your uncle - you have a new Alliance. :CONGRAT:

I know in the Gamma they certainly tweaked the diplomancy to stop people being able to greatly improve relations by giving lots of small gifts of money. I assume they also covered small gifts of influence as well.

Okay, gotcha. I know I'd traded the alliance tech before, but guess I must not have dropped back by to see if the option had appeared or not.

Speaking of tech giving, do two AI civs both have to have the tech in order to make an alliance between themselves? Just wanted to check if they were playing by the same rules or if they were able to fudge an alliance if their relations were close enough.
