Customizable home systems for custom races

I think there should be an option to create a custom race's home system. The ten races in the game now have differing home systems with various PQ levels; for instance, the Terrans have 10/4, Altarians have 12/3, and Thalans have 15/0. You could have a certain number of points to allocate, like when choosing racial abilities or starting technologies. Maybe you could choose the appearance of the worlds as well.

While there is no in-game interface for doing it, you can already change it all you like in CustomPlanets.xml.
