if galciv dems were to inact a patrol order into the game as many would like i can see these different commands
1 patrol auto attacks all ships your at war with. this one is always on for fleets/ships given patrol command.
2 patrol attack any ships on guard in patrol area
3 patrol attack any bases in patrol area
4 patrol attack any non ally ships in patrol area
of course no allied ships/bases would be attacked with the patrol command
simply way to get a patrol going is to have patrols go from waypoint to waypoint
next eseist i think would be to have the fleets patrol out to say 5 parsecs from the waypoint they are assigned to
