2nd game question!

ALmost done game 2 with slightly higher AI settings and a bigger map. I'm by far the dominant civ and have been most of the game...except for cash, which has been 1-3 the whole game. One problem I am having is keeping the morale up. Many of my planets are 50-49 for morale and despite building all I can, lowering taxes, not warring, incsreasing social spending, I can't get them significantly higher. Amyone else have this problem? What causes it? How do you combat it?

An average overall morale of 50-60 is good, but I would try for 55, just to keep control of the senate. There are a lot of documents in the GC encyclopedia that will help you with this and many other aspects of the game. Click on the encyclopedia button at the top of this forum.
