improving logistics

When I build a starbase it says that I have a logistics rating( which is 0) so how do I improve it, something tells me that it lowers the cost of starbases, also on the topic of starbases, modules that improve cultrial ratings and give technology bonus, are they only in that sector or do all my planets benfit from them?

I believe you can't improve it yet, improvements will be in a later version

In 1.2 there is a new achievement that gives a 25% bonus to it (apparently)
