in galciv1(I believe) they had a scenario editor where you culd make and design your own galaxy. Why don't the devs make one for Dark Avatar?

While there isn't a publicly available official map editor, there are a couple of user-created editors available. The best/most active of these is Ricree's editor, which you can read more about in the sticky in the modding forum.
