Question about Taskbar Flashing Button

Even though I have the Draw Method set to "Tile...", the button gets stretched. Is this a glitch in WB or another "OS limitation"?

XPP SP2
Current WB5 beta (been this way with all prior WB4/5 versions, too, however).
