Suggestion - convening the UP council

Have you given any thought to the possibility of letting the player convene the council?
Perhaps each player has that option once every 50 turns?
This would enable you to make some pretty sneaky decisions - almost like the AI hehe

also, this would enhance diplomacy if you could "buy" an alien empires vote for the next UP council

ah this could be fun

I was just wondering, how often does the UP meet? The domestic policy screen shows when the next senate meeting is. There is no indication on the UP screen when the next meeting is.
