When will the instructions for creating new techs/events etc be posted in the Encyclopedia?

Hopefully the same day a MOD forum is introduced to Stardock Central. The GC Strategy forum there is collecting dust as yet, but that will change. I may be biased, I've enjoyed shuffling mod ideas in my mind of late.
