Does AI use its ability points?

I asked this in another thread but I do not think I ever got an straight answer.

It just caucht my eye couple days ago that all the AI seem to be using Federalist as their political party. My question is, does AI in Dark Avatar use its left over ability points when you create a new game.

If it does, does AI just assign them randomly or is there any logic into it? Example drengi could choose more militaristic bonuses while good races would choose diplomacy and research etc.

i don't think they use there ability points but you can edit the custom races for them to use those points. You can also edit the races for them to use other governement types than just federalist.

btw it might be cool to edit the default races in dark avatar so that they wouldn't all use federalist party by default. It would give the different races a more unique look to them even if it is easily editable by ourselves but for those that aren't customization fans and doen't want to look into the custumozation options.

The AI will choose its own party--how intelligently it does so is based on the difficulty. I'm not sure right off hand if they also pick abilities.

I'm sure that in the earlier galciv11 they used ability points. I know this because the Yor transports at the start of the game are quite fast. Too fast for there to be any other explanation apart from ability points.

Since updating however i havn't happened to see Yor transports early on yet, and i don't know of any other obvious signs to look for?

i don't think the AI really uses all the available space on colony ships do they? so miniturisation should not be a factor.

If the AI does not allocate its rightful ability points I see that as giving player unfair advantage. Ok maybe its too much to ask for elaborate system for AI to pick its abilities, but atleast it should use them randomly if nothing else.

My guess would be that the ability points are set up to be race specific, which is perfectly reasonable in my opinion.

So i would not understand why this may not have been done?
