question on random events

I've been looking forward to this game, although it has only been on my radar for a few weeks so forgive me if I lack a lot of knowledge that the old-timers take for granted.

One of the big reasons I've been interested is because of the AAR reports posted by the game designer on this site, which really gave a feel of the gameplay more than any of the feature listings or interviews could. In one of them, he described a situation where an empire's system was destabilized and broke off from their control, forming a League of Non-Aligned Worlds. Considering the amount of emphasis on the AI in this game, I assumed it was some amazing bit of AI that had generated this scenario dynamically. But then I read another AAR in which another League of Non-Aligned Worlds popped up.

So my question is, was this really a dynamically-generated event by the AI, or is this something which on a cursory glance seems amazing, but once you play several games you realize it is just a hard-coded event which becomes predictable?

Also, is there a search function for this forum? I hate to ask questions which have already been answered 20 times previously. Thanks..

It is random to an extent, but if a race is being destabilized the chances of it happening become much greater. And not only the Leage can show up, but it can cause an actual civil war wich will split the empire into two seperate factions...

It is generally not likely to happen if you don't do something directly to encourage it. Destabilization (as mentioned by Wyrenn) is one way. Mistakes by the AI in attempting to predict your actions and responses can also lead to it happening, but the AI is rarely likely to make such mistakes. The same is true for civil wars. Also, the brighter the AI's the less likely these events will happen.

The League of Non-Aligned Worlds appears very frequently, but only systems that would defect to other races normally would join the I-League. It's the default 'rebel alliance' type organization, so to speak, although full scale civil wars and empire breakdowns are quite possible.
