Idea about politics..

Hi. First of all, I don't have the game and haven't beta tested, so I could be entirely wrong here. But it's my impression that in GalCiv, every certain number of years, there is a meeting in the United Planets (is that the name?) where a "law" is voted, which comes into effect and "limits" or "expands" the game somewhat.
My idea came reading another thread where someone complained that Galciv, unlike Some Other Game We Could Mention, doesn't allow you to propose votes. This got me thinking. My idea, then, is the following (for a subsequent patch, of course): each time the UP meets, each civilization gets to propose to a vote one of a list of laws. This law has to be chose some number of turns in advance, so that civs can negotiate and deal between themselves. You could, for example, trade your vote in the Yorians' law if they vote for yours, for example, and the AI should check you bad for it the law would be before voting, etc. The downside of this is that every meeting potentially *five* laws could be passed, which could end up changing too much at once. I guess the meetings could be a little less frequent to compensate.
Anyway, any thoughts/improvements?
