question about attitude between civs in game

why is it the slot and not the civ that gets the attitude adjustment

what i mean is a created a advocary for my race

i turned their attitude to hostile and terrians to hostile

i always run random civs in the game i just played the terrians where in it but their attitude was normal the created race wasn't

yet i had to races that were hostile toward me
