Social projects - paranthesis?

I've noticed that once in a blue moon, the list of possible social projects contains a paranthesis with a number in after the name - for instance - News Network (3) and Stadium (10).
The above are "real-game" examples :)

can anyone tell me what the darn this is?

First off, I'd like to say hello to everyone, this is my first post here, I've been lurking on this board since before I even bought the Beta (about 1 month ago on the purchase). I've had the same thing happen in the last two games (one in 4z and the other in the previous beta). I have yet to figure out why it occurs on some planets and not others, as I was the original owner of the planet in the 4z game yet got the other through cultural domination in the previous beta. Thanks for listening.

When you have your social projects assigned to a governor (via the domestic screen "governor" option) and a planet assigned to that governor (default is "Mr Ford"), the social projects list adds an order or "priority" value in parenthesis after to project name.

Well, I have neither a governor assigned nor does it happen at all planets, only 2 or three of them, and neither of them has been assigned governors I still have to manually insert what to build next.
But those numbers must be those priorities - strange...

This is, indeed, very strange. If you haven't assigned any projects at all to any of the 4 governors, then I have no idea where what you are seeing is coming from, and it may be a bug. But just to be sure, how about taking a look at them by going to the domestic screen and pressing the "governor" button. If the military governor shows up, press the button that switches to the social project governors. Then click each of the governors in turn and post your observations here.

Hmm, it seems I have assigned projects to 1 governor, but not assigned the governor to any planets - perhaps it's my newly colonized planets that have these numbers?

I've NEVER used governors before, and is a little unsure on how to deal with them technically :-)

New planets are automatically asigned to a governor. It must be your new planets. More importantly, WHY are you not using governors? They make the game much easier to play!
