You're right! Would be nice if Morphing offered a Spy Center project(Odo in DS9 was a changling).

Quite a few of the upper level techs don't do anything.

Hmmm...If you check Java Scout's info, it gives you a 10% soldiering bonus...

Morphing has no effect other than the noted +10% Soldiering.

There are other techs that have only +1 or +10% to an attribute (or occasionally two).
