Cultural Influence and Starbases

Does starbases have to be in a sector to affect nearby civilizations, or can they just be in your adjacent sector to work?

Influence works both within a sector and from the adjacent sectors. It will be more effective inside the actual sector though. Boosting the outside sector influence can really help, though.

I believe there is an encyclopedia entry that describes the exact formula that it used for influence.
