Question about Spy Information... Who is This Against?

"There are rumors that the ALtarian Republic are conducting a campaign of sabotage and destabilization. Their government denies this, but our intelligence says the evidence is mounting."

Is this against my civilization? I assume it is, but the message _right_ before this one says they are in war with the Yor.

If they're undermining someone else's empire, it says whose it is, so I'm working with the same assumption as you are.

Unfortunately, there doesn't seem to be an option to say "Stop that, or I'll turn every single one of you into jam."

I usually get good results from destabilizing. Problems arise when your economy is weaker than the economy you're trying to destabilize. It's a waste of money trying to destabilize a much stronger economy.

I usually spy on AI as soon as i encounter them, and I my decide to destabilise the immediatly, if I think they are a threath.

Destabilization does work but the result is only visible if you have the other empire infiltrated. What destabilization does is work to wreck their economy and morale.

Sigh...should have added this to my post. The only way to fight destabilization is:
1) Destroy the offending empire :)
2) Allocate funds towards propaganda

A nice detailed run-down on destablisation/propaganda would be nice...

Is destabilisation money divided up per capita, or per colony?
Is it functionally equivalent to 'anti-propaganda'?
How does propaganda work?
Is there a way to set an empire-wide propaganda budget?
