Random Events and Issues

Is there a list of all possible Events? Are some more likely to happen than other? I got Ultra-Drive once and never got the Dreadlords.

I found a folder titled: UP_ISSUES with 38 issues. Brad said AttackStarbases01 & 02 are to be deleted. Is this list final or are new ones coming?

UP_ISSUES has a number of issues that are exact dupicates with different names too, from what I recall last time I examined them.
