Stealth Fleets

Create a new Research branch, so it is possible creating cloaked fleets, that can be strategically station until you perform an attack.

I think this is a better idea than your PSI corps idea, no offense, but I'm not sure anyways. At some point there's too much to worry about, and I think they're dangerously close to it as it is.
