Similar questions, which may boil down to one question in reality.
First, does each planet have a seperate military and social manufuacturing capacity, or is there a single pool which the total combined can't excede?
If it's pooled and I'm budgetting twice the money on military than I am on social, and I have a planet that has nothing in the military queue, will that planet cap out at 1/3 it's manufacturing ability, or will it use all the manufacturing ability it has for the social queue, assuming funding is available?
Next question, if I'm spending enough to run my social production at 50%, but I'm only building things in half my queues (by production capacity), will I get peak production out of those queues, or am I wasting half my money and getting 50% production out of the queues that have something in them?
I'm just trying to get my mind around this, as I tend to suffer economically unless I orient my entire game around the economy. I don't know how people can be leasing colony ships and staying afloat, I usually have a net surplus of 20bc, and never over 60bc, and that's without taking any leases.
