I have build about 300 broadcast center spread out around a star system (small map), and yet the enemy seem immune to my culture. o.O Another thing I notice that on bigger map (at least more than 1 galaxy map) that once you have culture flowing from 4 star system into the local sun it would eventually spread via lane to other sun which would take forever duh.

Actually, it's the "Armistice" upgrade and it can be turned off (right-click it in its window).
