Minor Race Wants To Trade Race [X's] Stolen Techs. How?

First of all apologies if this has already been answered, but I did a search under Minor Races and can only find the post of the person who originally had the idea of implementing this in DL.
I have recently started playing again, after a hiatus, and this cropped up 3 times in a game, but I have no idea how to actually purchase said stolen techs. I thought the Trade screen would pop up with a list of techs on one side and the (inflated?) cost the Minor Race wanted for them on the other. All that happens for me is the cut scene of a small ship going towards a planet, and when I press 'Done' I go to the galactic map view.
Any help or guidance gratefully received
