How do you put reslotions on UP???

I dont understand if the UP works the same way as it did in SMAC. Or does the AI automatically puts the proposals for voting?

You cant submit to the UP. There is a built-in list used by the game. UP meets every n months, I forgot if it is 12 or 24.

The issues come up randomly. It's been suggested that we allow the user a choice of what issues to vote on, so we'll look into that for a future update.
