What program creates dreams?

I have a picture and I would like to create some effects to it, like water ripples and what not. Then I want to make it into a dream, how would I go about doing this? What program can I add effects to a picture that makes it a moive that i can loop?

Nice man, I have water in my picture and it came out awsome. What about a program that does effects of water but also maybe a lens flare? or like a twinkle of a star?
