Make a folder, on your desktop if you want, call it 'My Downloads', or 'Ralph', or something. Put all your downloads in there. IP themes, and others, can be applied from there and many of them will just install by clicking on them. That's a start...

Instead of left-clicking on the 'Download' button here, try right-clicking the 'Download' button and choosing 'Save Target As...'. That'll pop up a window where you can find the folder you want the DL to go to, and just click that folder.

What do you use for a browser? The default download folder is a configured option. I use FireFox 2.003. To set the download location I click on Tools > Options and the select the Main tab. Try doing a search with the exact name of a file you downloaded that will give you the location of where your system is currently downloading your Icon Packages. You should also think about using Stardock Central to download Icon Packager files since it will automatically load them in Icon Packager for you WWW Link. That should get you going right.
